I doubt it, as they'd be unable to secure the loan with anything (collateral). To get a loan here in the states, for instance, you have to have a social security number, at least halfway decent credit, and a checking account (unless you go to one of those rip-off title loan places or something similar).

Natasha, Sure you can! you just have to be a US Citizen and to prove it you have to supply your Tax ID Number (social security number) when taking out the request. You are not required to have a checking account... but one thing to remember is that most companies wont ship a card overseas due to liability issues. If you have family in the states that could forward you the card and statements that would be best. hope i was of help :)
