No,,,, the CIA handles overseas crime, and the CIA is much worse then the FBI. The CIA is allowed to torture.

No the FBI cannot but this is a violation of EU and Romanian law too. SOMEONE can arrest you.

The FBI wont arrest you. But the Romanian police will. Romanian prisons are no fun.
