You need to contact the Romanian Embassy in the UK. They are the only people who can give you accurate and up to date advice on how to get a legal work permit and establish yourself in the UK.

Send your CV to a company in Ireland or the UK. If they will hire you they will take care of the paperwork probably. In order to do that you should be a fairly good manager and convince that company that it needs you.
