I'm a lebanese citizen ,my wife & my 2 sons living in ROMANIA.Every year i visit them permanantly & wait long time for visa procedure.Is there a way of getting visa ,once for longer time so that, i can visit them anytime & more frequently. Thank you.

With only the limited information you provided, it would seem that your best alternative is a long-term visa, good for 90 days, with the option of extending once you are in country - probably under the family reunification program. http://www.roembus.org/.
